Can you believe it? It’s been 10 years of the WGC BID

For the past decade, the Welwyn Garden City BID has been working on behalf of local businesses, supporting the town, driving footfall and giving businesses a strong collective voice.

​

Through the BID, businesses have collectively invested in continual improvements to the town centre, including enhanced promotion, business support, placemaking, events, and effective town centre management. This shared commitment helps ensure Welwyn Garden City remains vibrant, welcoming, and economically resilient.

​

Since 2017, Welwyn Garden City BID has been by the side of local businesses through both the highs and the challenging times, earning awards and recognition along the way. The BID is widely regarded as a leader and influencer, respected at local, regional, and central government levels. Its dedication to best practice, creativity, collaboration, innovation, and transparency is recognised well beyond the town centre.​

Together, this work continues to strengthen the town centre, ensuring Welwyn Garden City remains a thriving place to live, work, and visit.
 

And 2026 is a big year for us and our town centre. 

​What is a BID?

A Business Improvement District (BID) is a clearly defined area where local businesses come together and vote to invest collectively in initiatives that improve and strengthen their commercial environment. The creation and operation of a BID are set out in the BID Regulations 2004, which sit within the Local Government Act 2003.

 

There are now more than 315 BIDs across the UK, each typically operating for a five-year term.


The BID Business Plan outlines the priority objectives for the area, with the BID team working alongside member businesses to deliver projects through agreed action plans. BIDs are led by the business community, with Boards and Committees made up of volunteer representatives from BID member organisations.


A fundamental principle of a BID is that all activity it delivers must be additional to services already provided by public bodies. During the development of the BID Proposal and Business Plan, baseline agreements are established with local councils and the police, setting out the level of service they will maintain throughout the BID term. Strong partnerships with councils, police authorities, and other recognised agencies also help ensure that the needs of local businesses are clearly understood and effectively addressed.


At the end of each term, a BID may seek renewal by presenting a new Business Plan, which businesses vote on to decide whether the BID should continue for a further term.

A very Important Year for BID Businesses

In 2026, we’ll be consulting with businesses across the town centre to understand your priorities and what you want to see delivered over the next five years.

Then, in October, you’ll have the chance to vote on whether to renew the BID for another five years.

​​

​With the devolution of local government, Welwyn Hatfield Borough Council will no longer exist in its current form. It will be merged with other councils across Hertfordshire, with decision-making potentially based further away from Welwyn Garden City.

This makes the BID more important than ever.
